E-Bikes & Electric Scooters in Upper Dublin Township

E-bikes and electric scooters are becoming more common in Upper Dublin and throughout Pennsylvania. Upper Dublin Township and the Upper Dublin Police Department want riders, parents, and residents to understand the rules before riding.

E-Bikes in Pennsylvania

Under Pennsylvania law, certain e-bikes are recognized as “pedalcycles with electric assist.”

To qualify, an e-bike must:

  • Weigh no more than 100 pounds
  • Have operable pedals
  • Have a motor of 750 watts or less
  • Not exceed 20 mph when powered by the motor alone

A qualifying e-bike does not require registration, insurance, or a driver’s license. E-bike riders are subject to the same traffic laws as traditional bicyclists.

Pennsylvania law also requires e-bike operators to be at least 16 years old.

Electric Scooters in Pennsylvania

Electric scooters are not treated the same as qualifying e-bikes under Pennsylvania law.

At this time, electric scooters cannot be legally operated on public roadways or sidewalks in Pennsylvania. Most electric scooters do not meet the equipment, registration, inspection, and titling requirements needed for lawful roadway use.

Electric scooters may only be operated on private property with permission from the property owner.

Whether you ride an e-bike or traditional bicycle, please follow these safety practices:

  • Wear a helmet
  • Obey traffic laws, signs, and signals
  • Ride predictably and stay alert
  • Yield to pedestrians
  • Slow down in parking lots, neighborhoods, and shared-use areas
  • Use lights and reflective gear when visibility is limited
  • Do not carry more riders than the bike is designed for
  • Avoid distractions while riding
  • Never ride under the influence

Upper Dublin Township parks and shared-use areas are enjoyed by walkers, runners, families, children, and cyclists.

Please ride respectfully:

  • Slow down near pedestrians
  • Give an audible warning before passing
  • Keep a safe distance from others
  • Avoid riding through fields, playground areas, courts, shelters, or crowded gathering spaces
  • Follow posted signs and park rules

Helmet Guidance

PennDOT recommends helmet use for all riders. Helmets are strongly encouraged for anyone operating an e-bike, especially youth riders and new riders.

A properly fitted helmet should sit level on the head, cover the forehead, and be securely fastened under the chin.
