2025 Comprehensive Plan

UD Plan: The Upper Dublin Township Comprehensive Plan & Zoning Ordinance Update

Upper Dublin Township is updating its comprehensive plan and zoning ordinance. The comprehensive plan serves as a guide for the Township’s future land use, infrastructure, environment, transportation, and community development priorities. Following the comprehensive plan update, the zoning ordinance will be updated to reflect the priorities of the comprehensive plan. Follow this page to stay up to date throughout the process. 

The final draft of UD Plan, the Upper Dublin Township Comprehensive Plan, is available to view as a PDF. UD Plan was presented to the Planning Commission on Tuesday, December 17. This was the first meeting as part of the adoption process. Please see more information on the Planning Commission here. More information on adoption process meetings will be shared on this website as available.  

Comprehensive Plan Public Comment Period

In accordance with the Pennsylvania Municipalities Planning Code (MPC), specifically Section 302, regarding the adoption of comprehensive plans, a 45-day public comment period was held prior to the public hearing for adoption. The comment period began on September 9, 2025, following the Board of Commissioners’ receipt of the final draft plan with a recommendation from the Planning Commission, and closed on Friday, October 24, 2025.

The Township appreciates the community’s participation and feedback during this process. Public comments are now closed and will be reviewed as part of the final steps toward adoption of UD Plan, the Upper Dublin Township Comprehensive Plan.

2010 Comprehensive Plan

Upper Dublin Township adopted its first Comprehensive Plan on November 9, 2010 by Resolution 10-2064. A comprehensive plan is a long-range plan that guides the Township’s land use, transportation, infrastructure and community facilities priorities.

Development of the Plan began in early 2009 with Stakeholder interviews. A public hearing was held on October 12, 2010 to present the draft plan. There were three Visioning Workshops for public input on June 11, 2009, December 3, 2009, and March 24, 2010 and two Planning Commission / Board of Commissioners / Comprehensive Plan Steering Committee joint work sessions on September 15, 2009 and July 20, 2010.
