UD Plan: The Upper Dublin Township Comprehensive Plan & Zoning Ordinance Update
UD Plan: The Upper Dublin Township Comprehensive Plan has been formally adopted by the Board of Commissioners following a public hearing and adoption process under the Pennsylvania Municipalities Planning Code.
This plan serves as the Township’s long-range guide for land use, transportation, infrastructure, community facilities, housing, economic development, and environmental stewardship.
What’s New
The Comprehensive Plan has completed the adoption process and is now official.
With adoption by the Board of Commissioners on Tuesday, January 13, 2026, the plan now guides future decision-making and policy.
Next: The Township will begin aligning the Zoning Ordinance update with the priorities and recommendations of the adopted plan.

Upper Dublin Township thanks the many residents, business owners, stakeholders, and community partners who participated in the Comprehensive Plan process. Community input—through surveys, meetings, workshops, and feedback—was essential in shaping a plan that reflects Upper Dublin’s shared values, priorities, and vision for the future.

2010 Comprehensive Plan
Upper Dublin Township adopted its first Comprehensive Plan on November 9, 2010 by Resolution 10-2064. A comprehensive plan is a long-range plan that guides the Township’s land use, transportation, infrastructure and community facilities priorities.
Development of the Plan began in early 2009 with Stakeholder interviews. A public hearing was held on October 12, 2010 to present the draft plan. There were three Visioning Workshops for public input on June 11, 2009, December 3, 2009, and March 24, 2010 and two Planning Commission / Board of Commissioners / Comprehensive Plan Steering Committee joint work sessions on September 15, 2009 and July 20, 2010.
