Filing a Complaint
You may want to file a complaint with the Human Relations Commission (HRC) if you believe you have been subjected to discrimination based on the following criteria.
The complaint must be filed within 180 days of when the alleged act of discrimination occurred.
Complaint Criteria
Discrimination is any exclusion, denial, intimidation, coercion, difference or segregation in treatment based on a person’s protected class.

- National Origin
- Disability/handicap
- Use of a guide or support animal because of blindness, deafness or physical disability/handicap of user or because user is a handler or trainer of support or guide animals
- Sexual Orientation (actual or perceived)
- Gender identity
- Gender Expression
Complaint Procedure
Complaints can be filed using the following form or may be requested by calling 215-643-1600 x3220.
Mail or hand deliver the completed form to:

All complainants will be mailed a date stamped copy of their complaint verifying receipt within 5 business days.
