HOP Documents
Acknowledgement and Signature of the following documents is required for every HOP:
Highway Opening Permits
Highway Opening Permits are required for construction.
Township-owned roads require a Township Highway Opening Permit (HOP) to be filed and submitted before commencement of any work. See below for info on non-township-owned roads.
Dumpsters placed within the Township Right-of-Way also require a Township Highway Opening Permit (HOP) for Dumpster/PODs.

Processing Fee
As of September 3, 2024, a non-refundable processing fee will be added to all credit card transactions made through Upper Dublin Township (program registrations, permit fees, bulk trash payments, etc.). Processing fees are paid directly to a third-party credit card vendor and are not paid to the Township.
We accept the following major credit cards: Visa, Mastercard, and Discover. To avoid a processing fee, the Township can accept payments via cash or check.
Call Before You Dig!
All contractors must contact PA One Call - 811 before any excavation. Additionally, the Public Works Department must be notified 24-hours before the start of construction.
