Upper Dublin Township has fully transitioned to online permitting through OpenGov. Paper copies of building and other permit applications are no longer available. All applications must be submitted online at: upperdublin.net/permits.


The Code Enforcement Department consists of the Director, Building and Plumbing Inspectors, a Property Maintenance Inspector, and support staff. This department is responsible for issuing permits, inspecting projects and ensuring compliance with Township regulations.

NOTE: A non-refundable processing fee will be added to all credit card transactions made through Upper Dublin Township (program registrations, permit fees, bulk trash payments, etc.). Processing fees are paid directly to a third-party credit card vendor and are not paid to the Township.

We accept all major credit cards. In your OpenGov account,  you have the option to pay for all active permit fees, which can lower the total processing fee. 

To avoid a processing fee, the Township can accept payments via cash or check.

Guidelines & Regulations

If you are planning any kind of home remodeling project or changing or adding to your existing property in any way, whether you are using a contractor or not, please keep the following regulations in mind.  Upper Dublin Township’s enforces the statewide building code, PA Act 45, Uniform Construction Code (UCC) in order to ensure that any repairs, additions, alterations, etc. are done safely and up to the national standard at the time of permit application submission. 

Uniform Construction Code (UCC) 

The Township adopted the Pennsylvania Uniform Construction Code. The series of codes included within the Uniform Construction Code are those published by the International Code Council, Inc., further identified as follows:

  • NEC Electrical Code 2020 NFPA 70
  • International Existing Building Code 2021
  • International Energy Conservation Code 2021
  • International Fire Code 2021

Property Maintenance

Upper Dublin Township enforces the 2006 International Property Maintenance Code.  Properties are monitored for the following, including but not limited to:

  • Basic property maintenance
  • High grass
  • Bamboo
  • Fencing
  • Unsafe/unsanitary properties
  • Sidewalks
  • Snow removal
