Township Launches New Online Permitting & Licensing System

The Township is excited to announce the launch of OpenGov, a new online permitting and licensing portal designed to make it easier, faster, and more transparent to do business with the Township.

OpenGov modernizes the permitting and licensing process by allowing residents, contractors, and businesses to manage applications entirely online—from start to finish. Users can apply for permits and licenses, upload documents, pay fees, request inspections, and track application progress all in one convenient place.

With OpenGov, users can:

  • Submit permit and license applications online
  • Upload plans and supporting documents digitally
  • Pay application fees securely online
  • Track application status in real time
  • Request and schedule inspections
  • Receive updates and communicate with Township staff

OpenGov is available 24/7 and can be accessed from any computer, tablet, or mobile device. This launch reflects the Township’s ongoing commitment to transparency, accessibility, and improved customer service.

How to Use OpenGov

Step 1: Create an OpenGov Account

Before applying, you’ll need to create a free OpenGov account.

  1. Access OpenGov: https://upperdublinpa.portal.opengov.com
  2. In the upper right corner, click Sign Up.
  3. Under Create an OpenGovID, click Sign up using Secure Portal.
    (Already have an account? Click Login using Secure Portal.)
  4.  Enter your email address and create a password. Passwords must include:
    • At least 8 characters
    • 1 uppercase letter
    • 1 lowercase letter
    • 1 digit
  5. Click Sign Up.
  6.  Check your email inbox for a message from noreply@opengov.com (subject: Verify your OpenGov Permitting and Licensing Email). Click Verify Email.
  7.  Once verified, return to the portal and click Log In using Secure Portal, then enter your credentials.

 


Step 2: Apply for a Permit or License

  1. Log in to your OpenGov account
  2. Select the category under which your permit application falls
    • Contractor Registration
    • Building Permits
    • Property Transfers
    • Highway Opening Permits
    • Fire & Life Safety Permits and Licenses
    • Certificate of Use & Occupancy
  3. Choose the permit type you need*
  4. Complete the online application form
  5. Upload required documents or plans
  6. Submit your application
  7. After submission, you’ll be able to monitor your application status and receive updates directly through the portal.
*NEW: Zoning Review Form

Many projects that alter the exterior footprint or use of a property—such as new construction, additions, sheds, patios, fences, or similar improvements—require submission of a Zoning Review Form before, or at the same time as, a building permit application.

The Zoning Officer reviews this form to confirm compliance with Township zoning requirements and to identify any required variances or zoning relief before other permits are reviewed. No other permit applications will be reviewed or processed until the zoning review is complete, whether the project is found to be compliant or requires zoning relief.

Once approved, the Zoning Officer will also conduct follow-up reviews during subsequent permit processing to ensure the project remains consistent with the approved zoning review.


Step 3: Pay Fees Online

When payment is required:

  • Fees can be paid securely online through OpenGov
  • Payment options are available during the application process or once staff review is complete

Receipts and payment history are saved in your account for easy reference.


Step 4: Track Your Application & Request Inspections

  • Log in anytime to view real-time status updates
  • Respond to comments or requests from Township staff
  • Request and schedule inspections directly through the system

All communication and records remain in one place for full transparency.
